Oh, it's absolutely intentional. The chickens are at the back of the store, at the end of the horseshoe. You go in one way, stop by all the side aisles to see what neat new things they stocked / moved around, grab a chicken and/or meat at the end, then go out the other side.
Nothing about the layout of a Costco is accidental.

Honestly, when someone has such an extraordinary lack of shame but isn’t otherwise being an asshole (like all the gym people who don’t understand that it’s a public place and they do not own their camera’s line of sight), I almost have to respect it.
One time I was working and noticed out the window that this woman, who was wearing a full-length formal gown, was setting up a camera tripod on a regular sidewalk (full of regular people just going about their day, but she looked like she was going to a gala).
She also had a big Starbucks cup, and for the next 15 minutes, she made that sidewalk her personal catwalk and modeled the shit out of that Starbucks cup.
Why? Who knows! Maybe whatever Starbucks sponsorship she had or, way sadder, was hoping to get… But it was fucking hilarious. Prancing up and down, posing, videos, photos — watching it was honestly one of the funniest things that ever happened at that job.

People like instagrammers do get sponsors that pay them to do videos. For some it's a career. Because to make it a career one has to do it full time. So when someone is doing something like that full time it looks weird to the rest of us because we assume they are just fooling around.
And that's fine. I have an issue where they take it too far and it ends up in something like animal abuse or something simply illegal. Or just the usual annoying the people around you.

My favorite part of the pandemic was when people were scared of Costco. The food samples were gone. People didn't bring their kids. People didn't bring their excited families. Shopping trips were like special forces missions. In and out quickly, using the minimum time necessary to do the job.
Now we're back to 7 people in a group, with none of them seeming to be looking in the direction they are pushing the cart.

Couple of things.
One being selection bias, how would you see it if there wasn't a third person filming?
Furthermore, there's a rather strong tendency to whip out a phone and record people being colossal idiots/assholes in public.
So that probably accounts for a lot of why this "always" seems to happen.
Of course, there are also a variety of reasons for the same people filming to have a third person filming them filming.
They might do some side content with that perspective, the third person filming perspective might have been the planned perspective all along and they don't give a shit about the dancing but intend to market the third person video on the fact they're being such assholes, etc.
In this case it's probably one of the latter options because the OP video is too high def and smooth. It's not impossible to achieve with a fancy iphone as a random bystander, but makes it less likely to actually be unrelated to them filming this.
